APCC hits out at Modi over demonetization
ITANAGAR, Nov 14: Arunachal Pradesh Congress Committee (APCC) President Padi Richo lashed out at Prime Minister Narendra Modi alleging that the Bharatiya Janata Party (BJP) had informed its all 'big corporate friends' to settle their black money well before he announced the demonetization on November 8.
He said that scrapping of notes of higher denomination has brought the country into a state of financial and economic emergency, where common people were worst sufferers.
Criticizing the Prime Minister's new monetary policy, the APCC President said that the Centre should have first made currency notes available in advance in all the bank branches throughout the country with adequate ATMs.
The people are harassed unnecessarily in the name of "surgical strike" against black money and corruption, Richo said.
The patients, daily wage labourers, farmers, vendors, shopkeepers and indigenous tribal people living in the far flung areas having no any bank accounts or bank facilities are going through the toughest time for survival since last 5 days, he said.
"Bringing black money back to the country from aboard in 100 days was the first promise made by Modi during his election campaign in 2014. He also promised that every individual account would be credited with Rs 15 lakh each after recovering black money. But, two and half years have passed the people still did not get the Rs.15 lakh in their bank accounts," Richo said.
"Is not it a high drama of Modi to divert the attention of the people after he failed to fulfill the poll promises," questioned Richo.

Lohit Youth Library Network enters "Civil Society Hall of Fame"
NEW DELHI, Nov 14: "Innovations of common man are of utmost importance to the progress of India and our societies. Hence these efforts should be actively encouraged and honoured," said Prof R. A Mashelkar, National Professor of Science  & former DG, CSIR, Govt of India, as he presented citations to Lohit Youth Library Network & six other social activists from all over India at the "Civil Society Hall of Fame 2016" function held at the India Habitat Centre, New Delhi on  Saturday.
Applauding the awardees working amidst rural and disabled groups from different corners and backgrounds of India, Prof Mashelkar,
presently Chairman of the National Innovation Foundation (NIF), narrated how ordinary Indians, with little or no formal education have brought about inventions and solutions, that have greatly benefitted our society. "These innovators have not waited for Governments to solve the people's problems, but have tried using their own resources and skills, to bring about local improvements in social life. NIF therefore has been awarding and supporting such efforts. Civil Society magazine deserves all praise for discovering and honouring social innovators every year through the Hall of Fame function."
Lauding the 'Civil Society' magazine for honouring the Lohit Youth Library Network working in the easternmost districts of India, the Coordinator, Sathyanarayanan Mundayoor, pointed out that the inspiring social and national changes in India during the last 120 years, was propelled by a powerful desire to read and absorb new ideas. Unfortunately, after Independence, this wave did not spread strongly to rural and marginalized societies. Further the traditional mother-tongue education has been replaced today by English medium schooling in states like Arunachal, with both the teacher and the students, equally deprived of adequate access to learning materials. He also appealed to the educated elite of the society to join hands to spread the joy of Reading among these reading-deprived youths.
Earlier, Umesh Anand, Publisher, Civil Society, outlined how the magazine during the last 13 years has been projecting stories of little-known Indians who have been struggling to better the lives of common people. The Hall of Fame programme, launched with the support of Azim Premji Foundation and a few other institutions have been, during the last 7 years, bringing the nation's attention to several innovative efforts.
The Lohit team was represented by Etalo Mega (Bamboosa Library, Tezu), Vijay Limbu (APNE Library, Wakro) and Dr Ms. Sheelawati Monlai & Dr. Namita Lungchang (Lathao Library), along with the Coordinator.

The struggle to shed off that ‘dirty’ tag
[ Appu Gapak ]
It was August 23, 2016 when he had cleaned the streets of Naharlagun for the first time. He was devastated with the news that Itanagar had come third in the list of dirtiest cities in the country.
"I love my state and I have always been proud of my rich Arunachalee heritage so the news came as a shock to me," recalls Techi Karda Tara, a resident of Polo Colony in Naharlagun.
He has not stopped since then. After collecting all the garbage, he would then inform the IMC workers to get it picked in the morning or would use his pocket money to hire a pick up van to send it off to the dumping ground at Chimpu.
He accepts that his decision to start cleaning the streets of Naharlagun had bewildered few minds, one being his father.
"My father thought I had gone insane," he grins.
Starting all alone, his has a team of seven core members now who likes to call themselves 'Citizens against garbage' which swells up to 30 to 40 during weekends. They can be seen sweeping the streets of Naharlagun everyday during evening hours.
"We cannot always blame the municipal for the dirt that adorn our twin town. It is also our duty to keep the surroundings clean. There is no point campaigning for cleanliness unless you do it and show them how it's done," he reasons.
The 24-year old lashes out at the many organizations who seek money from government officials and others for conducting social work.
"Their main source of income is collecting donations for these events. Our work will show them that we don't need money to do these things," he laments.
Seeing their voluntary works, many people have come out and helped the group with monetary help which are used to buy tools.
"We never misuse the funds that we receive from donors. We make it a rule that it is spent in buying useful stuffs for our volunteer works," he says.
A student of sixth semester BA LLB in Arunachal Law College (ALA), Karda also gives free tuition classes to underprivileged students of his neighbourhood during free hours.
"I met a guy who owns a small shop. I saw that his son was smart but paralysed from waist down and though he wanted to go to school, he couldn't because of his condition. And the father could not afford to admit him to the special school or pay his tuition fees so I decided to help. I started with him and his little sister," he shares.
Of his fight to remove the dirty tag from Itanagar, he says, "We will continue to do our works. We want to see our state get out of that list of 10 dirtiest states," he says. "Or at least bring it down from that humiliating third position," he adds smiling.

Hoping for the best

The winter session of parliament which will begin on Wednesday is expected to be stormy. Issues like demonetization, alleged fake encounter by Madhya Pradesh police and attempt to ban NDTV for a day are expected to dominate the course. As usual the opposition parties are expected to be noisy and might attempt to disrupt the functioning of parliament to corner government. Sensing the trouble ahead Lok Sabha Speaker Sumitra Mahajan today called an All Party Meeting to discuss ways to ensure smooth functioning of the House with floor leaders of the parties.

The Government has also convened an all-party meeting tomorrow to seek cooperation from leaders of the both the Houses for smooth functioning of Parliament. But already cracks have developed and both the sides are gearing up for fierce political battle particularly over the decision to ban notes of rupees 500 and 1000. NDA has rallied behind the government and supported the move. Union Minister and senior BJP leader V Naidu has thrown gauntlet at opposition parties by stating that in Parliament, we will get to know which people are on the side of black money hoarders. Naidu was making reference to opposition parties which has been criticizing government's move. On the other hand opposition parties are putting up united front by questioning this whole move. Congress has been highlighting the inconvenience being faced by the people due to ban on notes of 500 and 1000. It will be interesting to see how the political parties present their case on this issue in the floor of the parliament. Hopefully everyone will have civilized participation without disrupting the functioning of house. Disruption of house only causes loss to the nation.

This is regarding Arunachal Community College which need intervention of the govt.

The problem of the college continues. Now students of ACC are facing academic problem because of frequent change of lecturers. Our semester exam is very near but coming and going to teachers continue. Every month one or two lectures change due to which we face lots of problems. Rs 5000 per month salary are main causes for leaving the college.

We raised the issue with All Arunachal Pradesh College Forum and some student union along with state Government, but there seems to be no solution to bridge the problem faced by students. So at last i would like to queue some questions for Arunachal Govt and NGOS.

1. Is this institute abiding by norms of state govt Education policy?

2. Is this institute following the norms to recruit lecturers as per UGC?

3. Is this institute running as per UGC norms, in regard to salary of lecturers and infrastructure?

In my opinion, the above three are not being followed. So I request state govt to look into the issue strictly.

Yours,

A student,

Itanagar

Delay in declaration of results

Dear Editor,

Through this esteem column, I would like to draw the kind attention of the secretary and members of APPSC towards the frustration of the candidates who had appeared interview for the post of Assistant Professor in Department of Economics for government colleges of Arunachal Pradesh on 28th September 2014.

It is very disheartening that even after more than two years the result of the said post is still under sealed cover. Why there is so much of delay in the execution process of the court case. Why it is difficult to dispose off the case where the petitioner has already surrendered?

This has not only increases our frustration but also creating barrier for our employment therefore we request you kindly to consider our situation and head towards the final disposal of the case as soon as possible.

Yours,

Desperate Candidates

Open Letter to Prime of India

Dear Editor,

We respect and welcome the bold Step taken by your Government under your leadership in Demonetising Rs. 500 and Rs. 1000 from midnight of 8th November 2016.  We are very happy that your government has taken this bold step to unearth Black Money and fight corruption which will benefit the citizens of this country and help in the faster development of our country bringing it nearer to its goal of becoming a World Super Power. We are ready to wait and accepted your appeal for 50 days to see the results and we will support your efforts even more than this.  After 05 days of seeing the plight and suffering of the common man , the following are suggested for your kind consideration so that the scheme’s implementation will be smoother and people suffer less and their  support is kept sustained :

1) Ensuring 24x7 Service of Bank ATMs: Let all the ATMs of the Banks function 24 x7. It is observed that till 13 November 2016 most of the ATMs are either closed or not able to dispense cash. Wherever a few ATMs are properly functioning people stand in long queues till late night. As temporary measure, necessary security may be provided through District Administration for  all the ATMs to enable functioning  24x7. This will work like magic wane.

2) Monitoring of ATMs 24x7. Reserve Bank of India may be entrusted with the task of Monitoring ATMs 24x7 as temporary measures and report to the Highest Authority.

3) Making available more of small Denomination Notes. At present Public require more of small denomination notes and not Rs. 2000 and Rs. 500. After getting Rs. 2000 note getting change for smaller purchases is another headache.

4)  Bank account details and PAN Card should not compulsory Currency Exchange: Banks have started allowing exchange of currency for its own account holders only citing cash crunch against the original instructions issued by GOI and RBI under the scheme. Some Banks ask for more than  one Identity Proof out of which one should be necessarily PAN Card. For withdrawal of Rs. 4000 one Identity proof should be sufficient and PAN should not be insisted by Banks.

5) Utilisation of Customer Service Points (CSP) of Banks for facilitating currency exchange by enhancing Cash Limits with Security Support from District Administration. Most of the Banks have more CSPs than their own branches. These CSPs open PMJDY accounts and dispense small cash limits. Utilisation of CSPs for cash dispensing and exchanging of cash   by enhancing their cash dispensing limits, as temporary measures  will help in the alleviating the plight of public. District Administration may provide security for this purpose.

6) Group Mode of Exchanging Cash through Self Help Groups (SHGs).  SHGs comprising of 10-20 members maintaining accounts with Banks can be effectively utilised for reducing queue and crowding in the bank premises. Instead of dispensing cash to 20 group members the amount can  individually, the exchange of currency can be done with Authorised Group Leader through Common bank Account Cheque who will in turn distribute the amount to group members. Instead of 20 people thronging for Rs. 80000 the amount can be handed over to 1.

7) Sufficient cash for All Banks. No Bank should be left cash strapped  and sufficient requirements should be supplied by the  Monetary Authority RBI

8) Grievance Redressal and suggestion Cell (Online and Offline) for Banks and Public.  Apart from problems of public Banks,  which have been working hard and at present giving extra efforts and time to implement Demonetisation Scheme 2016 have to face many problems.  A dedicated cell, preferably at RBI or DFS for the banks to share their suggestions and problems online, which should reach the highest authority in the Government, may be put in place as temporary measures for this scheme.   A cell online and offline for the public with may also be made available for the same purpose.

9) Effective Utilization of Accounts Opened under PMJDY. Effective utilisation of PMJDY accounts through activation of Rupay Debit Cards, awareness and educating the poor and illiterate who are major holders of PMJDY accounts will greatly help.

We hope and wish the scheme a grand success.

Yours,

K Vaiphei,  Jorhat

Ragged shirt with gold buttons

Dear Editor,

Nearly one lakh crore Ahmedabad - Mumbai bullet train project shows that our government is eager to wear a ragged shirt with gold buttons forgetting how ludicrous this will make it look. Just published Global Hunger Index 2016 has ranked India 97th (!) among 118 countries with one in three children facing stunted growth and 15 per cent of the population undernourished from lack of food. India where 194.6 million people go hungry every day is placed even behind Bangladesh, Nigeria and Rwanda. The government must avoid the trap of going gaga over such a costly project while 39 per cent of our children are stunted and 35.6 per cent of us illiterate. Indeed, majority of Indians will have to bite the bullet to buy bullet trains.

Yours,

Sujit De,
